Improved governance clearly improves service delivery. The Western Cape Department of Health (DoH) achieved its first ever unqualified audit for the 2006/7 financial year, the only unqualified report for any health department in the country, and has subsequently maintained this achievement.
"There is no doubt that the DoH in the Western Cape is firmly committed to the implementation of the Public Finance Management Act, and has elevated the status of asset management within all its hospitals, including the Red Cross Children's facility. The Red Cross Children's Hospital, one of only three paediatric hospitals in Africa, is regarded as the ‘one-stop shop' for excellence in child healthcare and treatment on the continent. It currently performs around 750 complex operations each month. All paediatric liver transplants in South Africa are performed at the hospital and more conjoined twin separations have occurred within its operating
theatres than in any other hospital in the world. The Hospital focuses on the medical needs of each and every tiny patient, irrespective of income, race, gender, religion or place of residence.
